HARLEY JAMES was founded in 2020 by Llewellyn V. Boyer-Cartwright, attorney and former commercial airline pilot. The firm provides bespoke legal services and consulting services in The Bahamas.

The firm derives its name from Llewellyn’s late father and grandfather, Harley and James. The name is a testament to their strong work ethics, integrity and wisdom; characteristics woven into the fabric of HARLEY JAMES.

Llewellyn has been a practising attorney for over 25 years in The Bahamas and founded the firm in March 2020. His practice primarily focuses on aviation and real estate transactions.

He provides advice to international and domestic air carriers, numerous private clients with respect to their acquisition of private residences and commercial properties. Llewellyn has also established himself as the go-to lawyer in The Bahamas for Aviation Law and is recognised as a leading authority in the jurisdiction. As a licenced air transport pilot he has over 30 years experience in the aviation industry having flown commercially for airlines both in the US and The Bahamas. Llewellyn’s industry knowledge is unmatched, from a practical and regulatory aspect.

Since 2012, he has been insistent upon the enhancement of the country’s aircraft
registry in order to compete with other leading international registries. Llewellyn serves on the Registry Development and the Cape Town Convention Steering Committee and has been involved in the drafting of key legislation on aviation in The Bahamas. Llewellyn was at the forefront when he assisted The Bahamas Civil Aviation Authority with the drafting of regulations for the use of Unmanned Aerial Vehicles (UAVs) commonly referred to as drones.

Llewellyn has authored numerous articles, contributed a chapter to a leading publication and has spoken at several international conferences in relation to Aviation Law in The Bahamas. In addition to his positions held on governmental and statutory bodies in the aviation sector, including the Air Transport Advisory Board, he is also a former Director of the Bahamas Financial Services Board (BFSB).
